Germany wants change to NATO two-percent budget goal

"There is no debt account at NATO", German Defense Minister Ursula von der Leyen said in a statement on Sunday, adding that it was wrong to link the alliance's target for members to spend 2 percent of their economic output on defense by 2024 exclusively to NATO.

In a joint news conference at the White House on Friday, Trump pushed Merkel to meet NATO's defense spending target - 2 percent of the country's budget.

Loyalties between allies shouldn't rest exclusively on military spending, Germany's defense minister said Friday as Chancellor Angela Merkel prepared to meet in Washington with President Donald Trump for the first time.

Notably, in another of his debatable tweets, Trump particularly targeted Germany for having the benefit of an expensive defense base at the cost of the U.S.

"There is no account where debts are registered with NATO", Von der Leyen, a close ally of Chancellor Angela Merkel, said in a statement.

Germany, whose wartime past has led it traditionally to be reticent on military matters, now spends 1.2 percent of GDP on defense.

According to Leyen, the nation's defense spending goes into UN peacekeeping missions, European missions as well as into the fight against IS terrorism, making it hard to shell out more for the alliance.

Germany, on the other hand, only contributes an abysmal 1.2 percent.

"What we all want is a fair burden sharing", von der Leyen said.

"Defense spending also goes into United Nations peacekeeping missions, into our European missions and into our contribution to fight against IS terrorism", she said, according to a Reuters report. Merkel has repeatedly said that Berlin will fulfill its commitments concerning the military spending through 2024.

But before Germany starts paying, North Atlantic Treaty Organisation and the United Nations need to adopt a more "modern understanding" of global security.
