Authorities: Tennessee student, teacher found in California

The report recommended that the girl be taken out of Cummins' class and that he be reprimanded to uphold his professional responsibility.

The arrest in California comes weeks after authorities said the two had been spotted on surveillance camera at a Wal-Mart in Oklahoma City on March 30.

Investigators said they obtained a receipt for what Cummins bought at the Guymon Walmart, including cheese, chocolates, a woman's razor, and a "commonly used lubricant for sexual intercourse". That room only had one bed. An Amber Alert was issued on March 14.

Authorities say they were found at a commune in Cecilville, California, on Thursday. The cabin is located in a remote area of the county, two hours away from the sheriff's office. Snow is still on the ground in some places. An attorney for the family later told PEOPLE that Cummins allegedly "groomed" Thomas before they both vanished. The charge carries a minimum 10-year sentence.

He faces state charges of sexual contact with a minor and aggravated kidnapping, the TBI said last month.
