A spokeswoman for the Fresno County District Attorney's Office said Muhammad would be charged in connection with the fatal gun spree after police investigators submit final reports in the case.

Muhammad shot Jackson twice and ran off, ditching his gun, which still hasn't been recovered, Dyer said.

It was not immediately clear why security got involved, but the woman started arguing with Carl Williams, a 25-year-old unarmed security guard, police said.

"Once he saw he was wanted for murder, he said he was not going to go down for shooting a security guard...he was going to kill as many white males as possible", he said.

Police say he told them that learning he was wanted for the Williams killing spurred him to try to kill as many white people as possible before he was caught.

The suspect, who is black, was candid in explaining his actions from Thursday night to Tuesday morning, when he methodically shot and killed three white men on the same block, the police chief said. "What's to say he doesn't force his way into a home and take hostages?"

Muhammad had tossed aside his empty gun moments before the officer pulled up, according to police. He has also been accused of making terrorist threats and been associated with gangs, but he was not a confirmed member, police said. Federal prosecutors said at the time that he was also in possession of a 9mm semi-automatic handgun and two rifles after being convicted of a felony.

Dyer described Muhammad as an extremely callous man.

Muhammad told detectives that he is Muslim but hadn't been to mosque in 20 years and prays to numerous gods, Dyer said. His attorney said that Muhammad had "paranoia" and thought the justice system and his defense attorney were conspiring against him, court papers said.

Brian Levin, director of Cal State San Bernardino's Center for the Study of Hate and Extremism, said Muhammad's social media postings include numerous references to terms used by the Nation of Islam, which has been labeled a racist hate group by the Southern Poverty Law Center (SPLC).
