Russian Federation blocks United Nations condemnation of N.Korea missile test

Kim Jong-un has threatened the US with a nuclear missile strike

Moon said he was willing to both negotiate with the North Korean regime and work with U.S. President Donald Trump toward those ends, as tensions between them are becoming an urgent security threat for Seoul.

The United Nations Security Council on Thursday condemned North Korea's latest missile test and demanded Pyongyang not conduct any more nuclear tests in a statement that was delayed as the United States and Russian Federation sparred over its language.

North Korea said in February that it had successfully tested a new type of medium- to long-range ballistic missile, the Pukguksong-2, propelled by a solid-fuel engine.

Trump has been pressuring China, North Korea's main benefactor, to help defuse the situation over North Korea's development of atomic weapons and long-range missiles but he has also warned that the USA will settle the issue alone if other countries won't help.

The US, along with South Korea, should suspend annual military exercises that antagonize North Korea in exchange for Pyongyang halting its nuclear program, China's Foreign Minister Wang Yi said in early March.

North Korea test-fired what the United States believed was a mid-range missile on Sunday.

North Korea has warned USA of a "Super-Mighty Pre-Emptive Strike" that will reduce not just the U.S. invasion forces in South Korea and its surrounding areas but the United States mainland as well.

North Korea will definitely be in the United Nations spotlight on April 28 when U.S. Secretary of State Rex Tillerson presides at a Security Council meeting where Guterres will brief members on the North's nuclear program.

Pence is on a 10-day Asia-Pacific tour that has been dominated by the North Korea issue.

Trump prides himself on giving dismissive nicknames to opponents, but Colbert noted he has repeatedly called North Korea's leader "this gentleman" in interviews.

If North Korea had more modern technologies, its missiles could reach the opposite coast of the United States. "Whatever comes from the USA, we will cope with it".

On Monday, US Vice President Mike Pence-visiting the world's most heavily militarized border that divides the two Koreas-hinted that military options against the North have not been ruled out.

The vice president met Japanese officials, including Prime Minister Shinzo Abe, and reassured them of the USA commitment in the face of possible threats posed by North Korea.

The unannounced visit at the start of his 10-day trip to Asia was a US show of force that allowed the vice president to gaze at North Korean soldiers from afar and stare directly across a border marked by razor wire.

Lu said Beijing wants to resume the multi-party negotiations that ended in stalemate in 2009 and suggested that USA plans to deploy a missile defense system in South Korea were damaging its relations with China.

Asked about Trump's comment about Xi trying hard, Lu said Xi and Trump had had a full and deep discussion about North Korea when they met this month.

North Korea, however, withdrew from the six-party talks aimed at the denuclearization of the Korean peninsula in 2009 and has shown no interest in returning.

"Although North Korea attempted a missile launch but failed on April 16, considering the April 25 anniversary of the Korean People's Army, there are concerns that it can make another provocation again at any time", South Korea's acting president Hwang Kyo-ahn told top officials on Thursday.
