Kansas lawmakers unsure sales tax should be in budget fix

Brad McElhinny MetroNews Gov. Jim Justice exits the Senate chamber after addressing lawmakers about the state budget

The bill went before the full floor, where it was taken up for immediate consideration and read a first time.

The news that Paul Ryan was holding onto the bill before sending it to the Senate surprised a number of Republican representatives. (In the Finance Committee) it was nearly unanimous. "If we're just going to go pick this group versus that group, I think that we have a problem". The House Republicans were also in consultation with the Senate Budget Committee to assure themselves the bill would be acceptable to the Senate, CNN said.

On Thursday, Carmichael said he was anxious to see the Houses final revenue proposal, and he said he was hopeful Gov. Jim Justice would provide members of both chambers an actual budget bill so they could begin seeing how their respective revenue proposals would play out in the actual budget. "If they have to amend the bill next week after they are informed of its effects, then they will have a very hard time doing so given the fierce backlash over Trumpcare that we've seen in the days since passage".

"We're trying to be as efficient and cost-effective as we can be", Ferns said of the Senate.

Ferns said the changes were an attempt to accommodate concerns raised by the House, which has thus far rejected any measure containing tax increases. House Democrats, I do not want you to do the insane ploys of the Democrats yesterday.

"Im very anxious and hopeful that they can send to the Senate a tax reform plan so we can begin the conference reports and meetings and we can get this worked out".

"They're all handling the same exact actions and services, but they don't have that fee assed to them, so of course they can offer lower rates", she says.

Republicans are using the budget "reconciliation" process to pass their health care bill, which allows them to push legislation through the Senate with a simple majority.

The bill raises the state sales tax to 6.85 percent, but the proposed reductions to the personal income tax offset that for people.

It reduces personal income tax by 15 percent starting January 1 and works to phase it out if certain conditions are met. Legislators also changed the last tax bracket to annual incomes of $200,000.

The bill calls for an end to the tax exemption status for telecommunications.

But Denning said there will be notable differences between the House plan and the one he will put on the table. "I love the idea of getting rid of the state's income tax". "We are an outlier by not having that". It took out the part relating to digital goods, restoring that exemption.

If millions of people sign up for much cheaper, minimal insurance, that could trigger billions - and potentially even hundreds of billions - in costs over a decade because of the House bill's health insurance tax credits. According to information from the House Ways and Means Committee staff, a substitute proposal approved by the committee removed all references to changing the rollback rate from its current level of 8 percent.

House members were expecting to approve the bill on 2nd and 3rd readings in short order, providing their version of a plank that could be key to settling on a state budget for the coming fiscal year.

Business officials lined up Wednesday against a plan to impose sales taxes on certain services that Kansas lawmakers are considering to help balance the budget and reduce the sales tax on food. "I hope that continues through".
