Popular Socialist Jean-Yves Le Drian had barely left his post of defense minister under President Francois Hollande when he was handed the vital portfolio of foreign affairs and Europe.

Posting on Twitter a picture of the pair in a gilded room of the Elysee presidential palace, Macron called Philippe "the prime minister of a government of unity and renewal to change France".

In addition to appointing 11 women in the list of 22 ministers and choosing members from civil society and the government, Mr. Macron's cabinet picks are being seen as an attempt to transcend the left-right divide, a theme he reiterated through his campaign.

After the meeting, Macron talked by phone with Putin about possible cooperation on worldwide issues, including the fight against terrorism.

A statement added that the leaders have voiced readiness to develop "traditionally friendly" economic, political and cultural ties. As Macron's campaign digital chief, Mahjoubi was responsible for cybersecurity.

He will be responsible for internal security as France remains under a state of emergency after several deadly terrorist attacks over the past two years.

Other major cabinet appointments include Olympic fencing champion Laura Flessel as sports minister, Muriel Pénicaud as labour minister, Agnes Buzyn as health minister and Annick Girardin as the overseas territories minister.

Macron has promised a new law introducing higher ethical standards for lawmakers as one of his first pieces of legislation and was keen to avoid possible embarrassments, aides said.

Meanwhile, tensions have arisen over Macron's policies on media access, recalling similar conflicts over coverage of Donald Trump's presidency in the U.S.

Macron is expected to visit French troops in Africa later this week.

The president's staff told some media organizations they were trying to give access to journalists with backgrounds covering the topic or theme of a visit, rather than only to political correspondents. The Socialist party labelled the lineup a right-wing government that would "break up public services" and contained too many seasoned veterans to bring any real renewal.
