One dead, 12 injured after car hits pedestrians in Times Square

The NY Post has identified the woman killed by Rojas as Alyssa Elsman, an 18-year-old tourist from MI who was visiting the city with her family.

Governor Andrew Cuomo and Mayor Bill de Blasio went to the scene, where the mayor, police, and fire officials briefed reporters.

NYPD Commissioner James O'Neill said the incident happened just before midday when a 2009 Honda Accord mounted the sidewalk at 42nd St and 7th Avenue and drove at a "high rate of speed" until 45th St when it hit a metal stanchion.

A Navy official said Rojas had been discharged as the result of a special court martial. Authorities say there is no indication at this point that this was an act of terrorism.

On Thursday at around 11.55am, USA navy veteran Richard Rojas is alleged to have driven a Honda sedan onto the pavement at 45th street towards Times Square, hitting pedestrians before crashing into steel security barriers.

In the Bronx, neighbourhood acquaintances said Rojas was a friendly man who had been having problems.

Police sources said he told cops he was hearing voices.

In April 2015, he was arrested for DWI in Manhattan and later pleaded guilty to operating a motor vehicle while impaired by alcohol.

The deceased was identified as Alyssa Elsman, an 18-year-old from MI. A week ago, Rojas was arrested for menacing after he allegedly pulled a kitchen knife on a visitor to his home. In 2012 he served aboard the USS Carney, a destroyer.

People in the surrounding area in a number of buildings were placed on lockdown after the incident. Details of the circumstances were not immediately available. Four were in critical condition. According to the New York Post, Elsman was visiting New York City with her family, and was with her 13-year-old sister when the suspect plowed into them, also injuring the younger girl.
