Trump willing to resolve with North Korea nuclear crises

South Korean President Moon Jae-in presides over National Security Council at the Presidential Blue House in Seoul

It comes as North Korea's deputy United Nations envoy said the U.S. needs to roll back its "hostile policy" toward Pyongyang before talks could take place between the pair.

Speaking ahead of an emergency meeting of the U.N. Security Council following North Korea's latest missile test at the weekend, Haley said she believed the United States and others would agree with North Korea's neighbor and ally China on how to respond to the launch.

"The new administration has the willingness to solve the North Korean nuclear issue based on a solid security and the [South Korea-U.S.] alliance", Hong told McMaster.

"The conversations that I have had ... in dealing with Beijing is that if [North Korea] did something else and if it looked to be long-range, which this does, and if it looks like it is proactively leaning toward an ICBM, which it does, then we would take action", Haley said.

"We're willing to work with South Korea to preserve the hard-won results, properly handle disputes, put China-South Korea relations back onto a normal track and benefit both peoples on the basis of mutual understanding and mutual respect", he said. "And then we're going to continue to take care of Japan".

South Korea's Han said Sunday's test was "successful in flight".

At the peak of the cold war, the Soviet Union had 2,350 ballistic missiles targeting the United States.

Defense experts say that North Korea's Taepodong missile resembles Iran's Shahab missile.

The North has vowed to develop a missile mounted with a nuclear warhead that can strike the mainland United States, saying the program is necessary to counter USA aggression.

United States rocket scientists have said that the missile launched by North Korea on Monday showed considerable progress the country made towards developing an intercontinental ballistic missile which can reach America.

Patrushev cited North Korea's isolation as the rationale behind the Kim Jong -un leader's mission to increase the nukes so as to ensure the country's safety.

Guiding a long-range missile to a target on return to Earth is a key technological hurdle that North Korea must overcome in trying to flawless a missile that could threaten the United States. We would make North Korea an unlivable radioactive wasteland.

The United States, Japan and South Korea called the emergency meeting to press global demands that North Korea change course and dismantle its missile and nuclear programs. Haley said, adding that Russian Federation had it "all wrong".

The delicate shift in Washington's position coincides with President Moon Jae-in's position that South Korea will react to North Korea step-by-step if it first freezes its nuclear program.

Meanwhile, the South Korean Navy revealed a US nuclear-powered aircraft carrier group was to remain in the vicinity indefinitely, while Seoul's defense ministry warned it was ready to carry out a preemptive strike if it detected a missile threat from North Korea.
