When asked if he would merge the Department of Finance and the Department of Public Expenditure, he said he would be publishing a paper on his policies later in the campaign.

He said: "There are many crowning achievements that Leo Varadkar can be proud of from his ministerial roles".

"Leo was in Donegal for two days last week but he is no stranger to Donegal", said McHugh, who is Minister for the Diaspora and International Development.

"I'm not saying that there's anything wrong with Simon Coveney, we're very lucky in Fine Gael to have two excellent candidates, it's a decision I've thought about and I will be supporting Leo".

He said that Minister Varadkar has a "vision of a resilient and competitive economy" that can support a fairer Ireland.

Its not yet clear if there will be other candidates in the race, there has been some speculation that Frances Fitzgerald and Richard Bruton will declare.

It's all happening in Fine Gael this week.

A number of politicians have chosen to back Coveney in this election process, including the Minister of Health, Simon Harris, and Dr. James Reilly, who has made a decision to step down from his position as deputy leader of the party.

Mr O'Donovan said he believed the Minister for Social Protection had the best attributes for the job.

Ministers Charlie Flanagan and Paul Kehoe, as well as TD Fergus O'Dowd, have also backed Varadkar.

The contest is decided by an electoral college with the parliamentary party worth 65% of the total vote, rank-and-file members accounting for 25% and 235 local representatives making up the remaining 10% of the vote.

Votes by parliamentary party members (TDs, Senators and MEPs) have more weight than the other colleges.

However, those campaigning for Mr Coveney, who has around 20 supporters so far in the parliamentary party, believe another 20 are undecided.

The Taoiseach has resigned as leader o the Fine Gael party.

A new leader is due to be appointed by June 2.

The Loughill native has had the privilege of serving as a Minister in every Fine Gael led Government since 1982.
