Google tightens measures to remove extremist content on YouTube

Google launches four steps to tackle online terrorism

But he said that the fluid nature of such content sometimes made it hard to ban: The same video may be used by reputable news organizations for reporting as by isolated individuals for promoting radical ideologies.

Among the measures it is deploying will be smarter software that can spot extremist material and greater use of human experts to vet content. Ahead of the conference, British Foreign Minister Boris Johnson said that it was important that terrorists did not have a safe space online to plan attacks and share radical content.

The internet giant has been one of several technology companies-including Facebook and Twitter- under scrutiny for how they deal with extremist content posted on their sites.

The first is the use of machine learning algorithms to train new "content classifiers" to help moderators decide whether or not a piece of content that is related to terrorism and extremism.

The company is also expanding its pool of "Trusted Flagger" users - a group of experts with special privileges to review flagged content that violates the site's community guidelines. The company said that it thinks "this strikes the right balance between free expression and access to information without promoting extremely offensive viewpoints". We will also expand our work with counter-extremist groups to help identify content that may be being used to radicalise and recruit extremists.

Previous efforts by Silicon Valley firms to get a grip on extremist content have failed to impress observers in Europe.

On Sunday, Google, YouTube's parent company, announced a set of policies aimed at curbing extremist videos on the platform. Marriott and Etihad Airways were among more than a dozen brands to pull their advertisements from the platform.

He acknowledged that more has to be done in the industry and quickly. The company will also be more aggressive in putting warnings on and limiting the reach of content that, while not officially forbidden, is still inflammatory. Twitter was a laggard, failing to take down the majority of hate speech posts. Previously the search engine has been accused by critics of "profiting from terror".

The House of Commons Home Affairs Select Committee recently issued a report heavily critical of social networks' efforts to remove illegal content. "Given their enormous size, resources and global reach, it is completely irresponsible of them to fail to abide by the law".

But while these videos may help radicalize certain individuals, the ICRS report found that Jibril "does not explicitly call to violent jihad, but supports individual foreign fighters and justifies the Syrian conflict in highly emotive terms".

Iran warns Islamic State militants in Syria, says its Revolutionary Guard could launch more missile attacks against them.
