Senate delays vote on health care bill until after July 4 recess

The president confirmed reports last week that he had privately criticized the House version of the health care bill as "mean", even though he invited Speaker Paul Ryan and members of the House GOP leadership over to the White House Rose Garden for a celebration after it passed.

The Congressional Budget Office released its study of the bill this week and said that if the bill passes 22-million people would lose health insurance coverage.

Republicans who do not support their party's healthcare bill will be held accountable if the legislation fails, The Wall Street Journal wrote in an opinion piece.

President Trump said that he thinks that they have "either 52 out of 52, or 50 out of 52" votes needed to pass the bill.

It would also eliminate 700 billion dollars worth of taxes over a decade, largely on wealthier people and medical companies - money that Mr Obama's law used to expand coverage.

A CBO analysis of the House measure predicts an additional 23 million people over the next decade would have no health care coverage, and recent polling shows only around 1 in 4 Americans views the House bill favorably.

Several other members have been skeptical or quiet about the bill, including Sen. "I'll discuss w/ him how to fix bill & get more to a YES on real repeal, things I've tried to tell Senate leaders with no result so far".

In a joint statement Tuesday, Capito and Portman said they opposed the bill in part because of concerns they have about the affect its Medicaid policies would have on the opioid epidemics in their states.

"This will be great if we get it done", he said at Tuesday's meeting. This bill would simply shift healthcare costs onto the most vulnerable among us, and onto state budgets.

"We will not be on the bill this week, but we will still be working to get at least 50 people in a comfortable place", he said earlier Tuesday at a news conference.

Conservative Sen. Rand Paul (R-Ky.) said he could not support the proposal as it now stands. James Lankford of Oklahoma, Tom Cotton of Arkansas and Ben Sasse of Nebraska. Republicans revised the bill on Monday to add a penalty aimed at preventing people from only signing up for coverage once they are sick, which most experts predict would sink the insurance market.

CBO said that average premiums around the country would be higher over the next two years - including about 20 percent higher in 2018 than under Obama's statute - but lower beginning in 2020.

The office said that overall, the Senate legislation would increase out of pocket costs for deductibles and copayments.

Hospitals and governors, including some Republicans, also say Medicaid cuts would devastate their budgets.

Here's how CBO described the conundrum for someone who makes $11,400 a year in 2026: they'd benefit from tax credits and pay only $300 a year in premiums for their insurance. Rural America was a stronghold for Trump in the 2016 presidential election.
