Mr Hammond lashed out at Cabinet rivals who briefed against him, accusing them of trying to undermine his attempts to secure a Brexit deal which protected jobs and the economy.

One said he called public-sector workers "overpaid" while another claimed he said driving modern trains is so easy "even a woman can do it".

"But what I would say is this and I've been saying this since I was transport secretary, it is a disgrace that 95 per cent of train drivers are men".

Senior Conservatives are said to be concerned that a "shrivelled" Theresa May is struggling to control her squabbling ministers, increasing speculation that she could be forced to stand down soon after the party conference in October.

Hammond said the government was pushing for a transitional arrangement for the final deal with the European Union to minimize the damage.

Shadow chancellor John McDonnell said Labour would spend £4bn on ending the cap, insisting this would be enough to give a real-terms pay increase for public sector workers.

The PM's spokesman made clear she intends to assert her authority by telling colleagues to focus on their departmental responsibilities.

Pressed on why people were leaking details, Mr Fox said: "I think there's too much self-indulgence and I think people need to have less prosecco and have a longer summer holiday".

Pressed by Andrew Marr on whether he said they were overpaid, Mr Hammond said: "Well I've told you, I'm not going to talk about what comes out of a private Cabinet meeting". I think the public expect us to be disciplined and effective and the only people smiling at this are in Brussels and Paris'.

Meanwhile, Iain Duncan Smith, the former Conservative leader, urged colleagues to "for once, shut up for God's sake, and let everyone else get on with the business of governing".

The Prime Minister's spokesperson said the PM would use a meeting on Tuesday to remind her deputies that they should be "having all discussions of government policy in private".

"Some of the noise is generated by people who are not happy with the agenda I've tried to advance over the past few weeks", Mr Hammond said.

"I read some of the stuff in the papers at the weekend and it bore no relation to the meetings I was in last week", Grayling told the BBC.

"Their view is they want Theresa to get through, get through the Brexit stuff she's already said at some point she'll then step down and their view is 'none of the above".

A report from The Sunday Times quoted a cabinet source as saying: 'Philip used a fairly inflammatory phrase. After seven years of a punishing pay cap, all public sector employees need a pay rise.

Pay rises for most public sector workers, including nurses, are set by independent pay review bodies, but have been capped at 1% since 2013.
