"We're going to draw it up and we're going to make it a national emergency", Trump told reporters from his golf resort in Bedminster, N.J., before comparing it to LSD during his youth.

While we appreciate that the Commission on Combatting Drug Addiction and the Opioid Crisis led by Governor Chris Christie finally released its interim report on July 31st, we remain concerned that the Trump Administration has not done enough to prioritize the opioid epidemic.

He told reporters that the current swathe of addictions was on a scale never seen before in the U.S., adding that he would shortly prepare documents to formalise the declaration of a national emergency over the issue.

"The opioid crisis is an emergency and I'm saying right now it's an emergency".

On Tuesday, Trump received a private briefing on the crisis with administration officials and advisers.

With a focus on the Reagan-era idea of "just say no to drugs" and threats to meet the crisis with tougher law enforcement measures, critics quickly denounced the president's remarks and the approach they signal. "Declare a national emergency under either the Public Health Service Act or the Stafford Act".

The shift could be largely symbolic, focusing new attention on the problem, though it might also free the White House to direct additional funding to hard-hit areas or waive certain rules around federal programs to attack the problem more swiftly. The report also called on Washington to grant waiver approvals to all 50 states to eliminate barriers and allow treatment at Medicaid-funded residential facilities, a move it said would rapidly increase treatment capacity. Baltimore Health Commissioner Leana Wen used such legislation in 2015 to let anyone in the city carry naloxone; she estimates that it's saved more than 950 people from overdose over the past two years.
