Trump May Roll Out Probe Into China and Intellectual Property Theft

Trump said that past administrations had not done enough to take on North Korea and that it is time a President "stuck up for the country".

United States President Donald Trump will sign an executive memorandum on Monday authorizing the USA trade representative to determine whether to investigate China's intellectual property and trade or not.

China Central Television on Saturday cited Xi as saying that Beijing and Washington are both interested in the denuclearization of the peninsula. There is no deadline for deciding if any investigation is necessary.

Trump has accused China of failing to rein in the nuclear ambitions of its ally North Korea, even as he makes ever sharper threats against Pyongyang.

Trump planned to launch the trade investigation more than a week ago, but he delayed the move in favor of securing China's support for expanded United Nations sanctions against North Korea, the senior administration official said. They were not authorized to publicly discuss the private call and spoke on condition of anonymity.

As a prime example of what the officials called China's "unfair trade practices", they objected that the country requires American businesses that want to operate there to form joint ventures with state-run companies and share intellectual property with them.

U.S. and European companies have long complained of Chinese rules that force them to turn over their industrial secrets if they wish to do business in China.

Yang explained that the 301 Section of the Trade Act of 1974 was created to investigate "unfair trade" practices, including in areas involving intellectual property rights such as trademarks, patents and copyrights.

It wasn't immediately clear how China would react to the move.

While Beijing has promised to open more industries to foreign companies, it also has issued new rules on electric vehicle manufacturing, data security, internet censorship and other fields.

As the crisis has unfolded, Trump has alternated praising China for its help and chiding it for not ratcheting up pressure on its Asian neighbour. Trump's latest move does not mean any immediate sanctions on China as is being reported by some media outlets, but might lead to one at the end of the investigation which could take as long as a year.

The trade investigation could strain relations between the USA and China as the two countries wrestle with the unpredictable situation over North Korea.

Trump has escalated his harsh criticism of North Korea for days, tweeting Friday that the U.S. had military options "locked and loaded".

Prime Minister Shinzo Abe says he will do everything he can to protect the Japanese people as tensions escalate over North Korean plans to send missiles flying over Japan toward Guam. In April, he said he wouldn't label China a currency manipulator, in return for help in dealing with North Korea. Dialogue, negotiations and a political settlement are the fundamental ways of solving the Korean peninsula's nuclear issue, Xi said during the call, according to China's CGTN state television network.

Fearing that Taiwan could be hit by retaliatory actions by Washington if it finds forced technology transfers or intellectual property theft by China, Bureau of Foreign Trade Director-General Yang Jen-ni (楊珍妮) said Sunday the agency will carefully assess the situation as soon as U.S. President Donald Trump orders the probe. -China trading relationship. But analysts have cautioned that Trump faces a huge challenge in his desire to significantly reduce the US trade deficit with China, which past year stood at more than $300 billion.

Trump has requested similar inquiries on trade, but the reports haven't been delivered on deadline. Commerce Secretary Wilbur Ross had hoped to finish the review by June, but parts of it remain in the final stages of interagency review.

Similarly, the president also asked for a review about whether steel and aluminium imports were jeopardizing national security.
